I don't know about California, but in Oregon, a father (OK, sue
me because I'm sexist.  Truth is majority of NCP's are male.) can
take his ex to court and force her to either stay in the state
(maybe less distance than the state, maybe 100 miles or so, can't
remember exactly) or lose custody.

Why do I remember this???  Because I expect my ex to try this
since his cutting off child support and other tricks haven't
forced me back to within his abusive clutches.

I believe that the CP has to prove that the move was not to keep
the child from the father, but rather a necessary move.  Even
then, the judge can change custody or force the mother to move
back.

If you can't stop the move, insist on more liberal visitation and
she taking responsibility for the travel expenses.

As I have siad before and will say again.  Before you consult a
lawyer, check the laws of your state.  Read the actual text of
the laws before you go in to see a lawyer.  They don't always
tell you the truth and some will have you give up just because
they don't want to work for their money.
