アプリケーション（MS Officeなど）を起動したときIMEをデフォルトで日本語入力可能（オン）状態にするにはどうしたらよいですか？

通常は日本語入力が可能な状態になっているはずなのですが・・・

すべてのアプリケーションを終了した状態で、下記のコントロールパネルの
地域と言語のオプションとIMEの設定を確認してみましょう。

Windows vista、 MS Office 2007、IME2007です。
Wordは新規作成で　デフォルトでIMEオンになりますが、Excelは新規作成でIMEオフになります。
XPから移行したExcel ファイルは起動時IMEオフです。Excel2007ファイルに変換してあります。

以前のバージョンの場合、下記の設定したものをExcel.xlbファイルに
保存すれば良いようですが、Excel 2007の場合どういうファイル名に
なっているかを把握していないのでわかりません。
テンプレートファイルで保存して、それを利用するという方法もあるようです。

シート全体を選択した状態で、データタブ→データツールのデータの入力規則→
日本語入力タブで常に日本語入力をオンになるように設定して保存する。

なお、このグループはWordに関するグループなので、Excel のグループに
クロスポストしておきますので、Excel に関する話題については、
そちらでお願いします。
